OSIPP博士後期課程1年次の上村成さんが、2026年1月6日に早稲田大学で開催された 計量・数理政治学会 (JSQPS) 2026年冬季集会においてポスター報告を行いました。

Title:  ”Do Sanctions Change Hearts ? : Evidence from Universal Periodic Review”

Abstract: Economic sanctions aimed at improving human rights conditions in target states often exacerbate the situation by diminishing the state’s economic capacity. However, this argument focuses solely on a state’s capacity, overlooking potential shifts in its willingness to improve. Using recommendation data from the Universal Periodic Review (UPR), I analyze how human rights sanctions influence target states’ attitudes toward human rights. The results indicate that both currently sanctioned states and those with a record of such sanctions significantly improve their acceptance rates of human rights recommendations. Specifically, sanctioned states tend to accept lower-cost recommendations to appeal to the international community. In contrast, as economic capacity recovers, following the end of sanctions, states show a greater tendency to accept more demanding recommendations.
