Accelerated Master’s Program (Early Completion Program)
Since Academic Year 2019, OSIPP has implemented a “Non-Degree Student System” for fourth-year students in the the University of Osaka School of Law who wish to pursue advanced studies at this graduate school. By utilizing this system, students can earn up to 10 credits from OSIPP Master’s courses concurrently with their undergraduate studies. Credits earned through this system can be recognized as credits completed prior to admission after entering the OSIPP Master’s program and counted toward graduation requirements. This makes it possible to obtain a Master of International Public Policy degree and complete the program in as little as one year.

In this entrance examination, evaluations are conducted based on document screening and an online oral examination. Furthermore, if there are any changes to the information or implementation methods after the publication of the Application Guidelines, they will be announced on this page. Important
Validity Period for External English Test Scores (AY2028 Master’s Program Entrance Examination)
- For the AY2028 Master’s program entrance examination, external English test scores are valid only if the test date shown on the score report is within two years prior to the first day of the application period. Submitted original score reports will not be returned.
- For the AY2027 entrance examination, scores are accepted only if the test date is within five years prior to the first day of the application period.
- Please be sure to check the latest application guidelines before applying.
- External English test scores are not required for the Doctoral Program entrance examination.

Selection Process
To assess your sense of purpose, basic knowledge, logical thinking skills, and presentation abilities, we conduct a comprehensive evaluation based on your research plan, an oral examination related to that plan, and English language proficiency (submission of an official TOEFL, TOEIC, or IELTS score report is required for application to the Master’s program).

Credited Auditor
For those who wish to enroll in the regular degree program of this Graduate School (OSIPP), we recommend taking advantage of the non-degree (course) student system.
Credited Auditor provide the best preparation for students who wish to pursue a master’s degree at OSIPP. In particular, for many applicants from overseas, the Credited Auditor System allows them to make effective use of the time between graduation in fall and the start of OSIPP classes in April to prepare for graduate school.
The following are some of the advantages of being a credited auditor
- Many of our classes are now offered face-to-face classes in lecture rooms. In the case of online classes, for those who live abroad, the Credited Auditor System allows them to take classes and prepare for graduate school without having to come to Japan.
- Students can take classes for as little as one credit, so they can prepare for the master’s program while keeping costs low by taking only the classes they need.
- Up to 10 credits of Credited Auditor can be transferred to Master’s credits after passing the Master’s exam, so students can work on their Master’s thesis with relatively more time to spare after entering the Master’s program. Moreover, early completion system, which shortens the time required to complete a regular course of study (usually two years) to one or one and a half years, can also be used more easily by earning some credits before enrolling.
If you are interested in the Credited Auditor Program, please read the following explanation carefully before applying.
About Credited Auditor
This is a system that allows students to take specific classes in the Master’s Course of the Graduate School. If you pass the examinations for the classes you have taken, you will be able to earn credits.
This system is intended for students who intend to enroll in a regular course of OSIPP in the future.
For foreign nationals
The status of “Student(Ryugaku) Visa” requires that you study for at least 10 hours per week(In other words, take at least 7.5 classes.). However, since the number of classes allowed for credited auditor is limited to five per semester (six months), it is not possible to meet the “Student” visa requirement of 10 hours or more per week. For this reason, you cannot acquire “Student” status by enrolling as a credited auditor. If you wish to enroll in the Graduate School with a “Student” visa status, please apply as a research student or in a regular course (Master’s course or Doctoral course).
To take classes online
There are two types of classes: face-to-face classes conducted in lecture rooms and online classes conducted via the Internet. Online classes at OSIPP are basically offered in real time. If you take online classes, please be sure to check the 「オンライン授業の受講に必要な環境について」(Required Environment for Online Classes) in the application guideline.
Foreign nationals those who will not be coming to Japan to take classes offerd online, please pay the entrance fee and tuition through a representative residing in Japan.
*When applying, be sure to obtain the approval of the instructor in charge of the class you wish to take in advance and attach a document (e-mail, etc.) confirming the acceptance.

Research Student
2026 Academic Year Admissions (April 2026 Enrollment) / 2025 Academic Year Admissions (October 2025 Enrollment)
The research student system enables students to attend OSIPP in order to conduct further study in their field of interest prior to becoming a regular graduate student. Students do not receive a degree, but based on consultation with their advisor, may be allowed to attend classes and participate in OSIPP activities.

Eligibility for Application
- Individuals who have graduated from a university (have been awarded a bachelor’s degree), or who are expected to graduate (be awarded a bachelor’s degree) by the time of enrollment.
- Individuals who, through an individual admission screening conducted by this Graduate School, are recognized as having academic ability equivalent to or higher than that of a university graduate.
Note: Applicants who fall under Eligibility 2 are required to undergo an eligibility screening. If you wish to apply for the eligibility screening, please indicate this in the message section when submitting your request for prior approval.
Regarding Prior Approval
Prior approval from a faculty member affiliated with this Graduate School is required before submitting an application.
Note: Applicants who are already enrolled as regular students in this Graduate School may, with the prior approval of a faculty member, submit their application directly by the application deadline without completing the above procedure.
The flow for obtaining informal consent is shown in the diagram below.
To obtain prior approval, please complete the AAD online application procedure via the URL below during the designated prior approval request period. The result of your request (approval or non-approval) will be communicated to you through the AAD system.
For OSIPP Research Student
Note: In the “Preferred Faculty Member” section of the AAD system, please select and enter one faculty member from the Core Faculty of OSIPP. (Faculty members from cooperative/affiliated divisions are not eligible to be selected.)

In the section “3. Research Plan after Enrollment,” please write approximately 2,000 characters regarding your field of specialization and future research plans. (Other items may be filled out concisely.)
2Academic Transcript
An official document issued by the university. If the document includes a QR code for online verification, please ensure it is submitted in a readable format.
3Certificate of Graduation (or Expected Graduation)
An official document issued by the university. Applicants who graduated from overseas universities must also submit a “Degree Certificate.” (If you have completed a Master’s degree, certificates for both your Bachelor’s and Master’s are required.)
Please attach the following documents to the “Supplemental Materials (Language Certificates, etc.)” section on the AAD system.
