Abstract:  This seminar explores the process of political reform in Myanmar since 2011, and surveys the role that restrictive measures ("smart" or targeted sanctions) imposed by the European Union (EU) may have played in bringing about change. The goal is to re-examine the challenges relating to the EU's self-conception as an "ethical" or a "normative" power in external relations with Asian countries in particular.
